Subject: License audit

 - Add comments about what versions things reference.  This is not needed
   for compliance, but it makes auditing easier.
 - notify.go erroneously mentioned 2014 in the list of years for Docker's
   copyright.
 - Docker's required NOTICE for notify.go was missing.
