Notable things:
* Standardize on "ArchWiki", instead of also having "Arch Wiki", via
BRANDING_WIKINAME
* Link to the article "Install_Guide" instead of
"Official_Arch_Linux_Install_Guide", it's a redirect anyway.
* On the download page, it assumes the that the version is just appended to
the URL for the wiki link.
* For the wiki RSS link, It now uses "/${title}?feed=rss" instead of
"?title=${title}&feed=rss".

Put it after every bit of HTML content, including the page footer. Right
now this was the only page using this block in the main template; we
should move some other pages using a lot of JS to this format as well.

We had a lot going on here in the news section as far as Django template
tags go, so remove some whitespace to prevent so many empty lines from
being ommitted. This doesn't remove all of it from the generated HTML,
but does cut it down significantly.

Switch to the news model being able to spit out the HTML version of the
content, and don't use the markup contrib module. This is deprecated as
of Django 1.5 so we can move off it now to save trouble down the road
when it is fully removed.

Although we don't allow unauthenticated users to post content, we should
still cover our bases here and ensure people can't inject stuff into the
production website via an inadvertent XSS.

We already use HTTPS exclusively for wiki, bugs, forums, etc. and we
have it available for our other sites, so link only to the https://
protocol locations when pointing users at other sites.

The old-style url template tag disappears in Django 1.5, so we can and
should convert to the new-style tag now.

And 100 words of every other news item. We might as well make the most
recent item more prominent. I'm not displaying it in full only so the
front page doesn't look like a blog; 95% of our news items are under 300
words.
