Notable things:
* Standardize on "ArchWiki", instead of also having "Arch Wiki", via
BRANDING_WIKINAME
* Link to the article "Install_Guide" instead of
"Official_Arch_Linux_Install_Guide", it's a redirect anyway.
* On the download page, it assumes the that the version is just appended to
the URL for the wiki link.
* For the wiki RSS link, It now uses "/${title}?feed=rss" instead of
"?title=${title}&feed=rss".

We already use HTTPS exclusively for wiki, bugs, forums, etc. and we
have it available for our other sites, so link only to the https://
protocol locations when pointing users at other sites.

The packages/community repositories can now be viewed via cgit.
Point links to cgit instead of websvn, as websvn is buggy and
nobody wants to maintain it. This allows us to get rid of websvn
entirely.

Now that the wiki is HTTPS for the most part, we should skip the redirects
and link directly. Also switch some www links for mailman resources to the
mailman subdomain.
