fullpkg: split in fullpkg-find and fullpkg-build
fullpkg-build: build, download and custom command on <build_dir>
fullpkg-find: create a build_dir or append new building instruction
libretools-mips64el: deprecation process
pkgbuild-check-nonfree: minor bug corrected
