configure.ac: add a generic --enable-debug, replace --enable-hashmap-debug
There will be more debugging options later.
--enable-debug will enable them all.
--enable-debug=hashmap will enable only hashmap debugging.
Also rename the C #define to ENABLE_DEBUG_* pattern.
