Fix broken SYSTEMD_USER_WANTS in udev rules.
The functionality of SYSTEMD_USER_WANTS that attaches dependencies to device
units from udev rules was broken since commit b2c23da8. I guess it was due to
a mass replace s/SYSTEMD_USER/MANAGER_USER/.
