resolved: add a DNS client stub resolver
Let's turn resolved into a something truly useful: a fully asynchronous DNS stub resolver that subscribes to network changes. (More to come: caching, LLMNR, mDNS/DNS-SD, DNSSEC, IDN, NSS module)
