tmpfiles: enforce ordering when executing lines
Always create files first, and then adjust their ACLs, xattrs, file
attributes, never the opposite. Previously the order was not
deterministic, thus possibly first adjusting ACLs/xattrs/file
attributes before actually creating the items.
