We generally have separate man pages for all configuration files. In this case udev.conf was already described in systemd-udevd.service(8), but it was hard to find. The original Makefile.am was drawn to the top level. This commit breaks it out into the various directories with SUBDIRS connecting them. This makes each directory easier to maintain.
