This feature will not be used anytime soon, so remove a bit of cruft.
The BusPolicy= config directive will stay around as compat noop.

This should be handled fine now by .dir-locals.el, so need to carry that
stuff in every file.

Otherwise building fails with glibc 2.16. It works with glibc >= 2.17
because it is implicitly included via macro.h -> sys/param.h -> signal.h
