As kdbus won't land in the anticipated way, the bus-proxy is not needed in
its current form. It can be resurrected at any time thanks to the history,
but for now, let's remove it from the sources. If we'll have a similar tool
in the future, it will look quite differently anyway.
Note that stdio-bridge is still available. It was restored from a version
prior to f252ff17, and refactored to make use of the current APIs.

This should be handled fine now by .dir-locals.el, so need to carry that
stuff in every file.

This is a continuation of the previous include sort patch, which
only sorted for .c files.

The lovely libvirtd goes into crazy mode if it receives broadcasts that
it didn't subscribe to. With bus-proxyd, this might happen in 2 cases:
1) The kernel passes us an unmatched signal due to a false-positive
bloom-match.
2) We generate NameOwnerChanged/NameAcquired/NameLost locally even
though the peer didn't subscribe to it.
dbus-daemon is reliable in what signals it passes on. So make sure we
follow that style. Never ever send a signal to a local peer if it doesn't
match an installed filter of that peer.

This implements a shared policy cache with read-write locks. We no longer
parse the XML policy in each thread.
This will allow us to easily implement ReloadConfig().

Move synthesize_*() into synthesize.c and bus_proxy_process_driver() into
driver.c for better code separation.
