If some interfaces are given on the commandline, ignore all others.

We must consider 'pending' links as if they may be managed by networkd, as this
is the state we enter before deciding wether networkd should manage the link
or not, so we better wait for this decision being made.

This patch removes includes that are not used. The removals were found with
include-what-you-use which checks if any of the symbols from a header is
in use.

Default to timing out after 120 seconds without a network connection. Setting a
timeout of 0 disables the timeout.

In addition to the loopback device, also explicitly configured devices to be ignored.

It corrrectly handles both positive and negative errno values.

As a followup to 086891e5c1 "log: add an "error" parameter to all
low-level logging calls and intrdouce log_error_errno() as log calls
that take error numbers", use sed to convert the simple cases to use
the new macros:

Multi-line log_*() invocations are not covered.
And we also should add log_unit_*_errno().

sd_rtnl_message_read_string() was changed to take a const argument, update the users.
|

Rather than refetching the link information on ever event, we liston to
rtnl to track them. Much code stolen from resolved.
This will allow us to simplify the sd-network api and don't expose
information available over rtnl.
