sd-daemon.h is a drop-in file, so we should make sure it doesn't break
builds for anybody.

With the addition of ListenSpecial as a socket option we need the
the usual sd_is_ functions for special files. This patch does
that.

This requires the /sys/fs/cgroup to exist. Current git kernels have
this, released kernels need a backport of a single patch.

sd_is_fifo() did fstat on the file descriptor twice instead of stating
the supplied path.
