With this change systemd-update-utmp-shutdown.service is replaced by
systemd-update-utmp.service which is started at boot and stays around
until shutdown. This allows us to properly order the unit against both
/var/log and auditd.

These service units also execute our own code, hence rename the
accordingly and prefix them with systemd-

This should help making the boot process a bit easier to explore and
understand for the administrator. The simple idea is that "systemctl
status" now shows a link to documentation alongside the other status and
decriptionary information of a service.
This patch adds the necessary fields to all our shipped units if we have
proper documentation for them.

We finally got the OK from all contributors with non-trivial commits to
relicense systemd from GPL2+ to LGPL2.1+.
Some udev bits continue to be GPL2+ for now, but we are looking into
relicensing them too, to allow free copy/paste of all code within
systemd.
The bits that used to be MIT continue to be MIT.
The big benefit of the relicensing is that closed source code may now
link against libsystemd-login.so and friends.

This commit deletes all references to killall.service for the default
services. The distribution specific services will be modified in a
separate commit.

lines for oneshot services
In contrast to the other service types oneshot services are usually not
long lasting and there's not necessarily a single clean main process for
them. This change allows multiple ExecStart= lines for this type of
services so that the admin/developer doesn't have to arbitrarily pick on
of various sequential commands as the "main one".
