SmartDashboard now looks for library jars in ./lib, ~/wpilib/tools/sd_extensions/lib, and ~/wpilib/tools/sd_extensions, and looks for extensions in jars in ~/wpilib/tools/sd_extensions. This fixes artf3811 (https://usfirst.collab.net/sf/go/artf3811). Library jars and extensions are no longer searched for at ./extensions/lib and ./extensions.
