pacman: build packages for MIPS3 by default (mips64el-specific update).
Most packages do not need Loongson 2F-specific instructions while
enabling these makes them not run on Loongson 3A. Some packages will
need different builds for 2F and 3A, this will be handled in future.
Tune for 2F since it's currently the most common target machine.
