coredump: bump type of arg_journal_size_max to uint64 too
For normal arches this doesn't matter, but on arm32 arg_journal_size_max was smaller
than the other *SizeMax variables. This doesn't seem useful.
This is anothet part of the fix in 5206a724a0.
