tree-wide: standardize on $(PACKAGE_VERSION) for the version string
We defined both $(VERSION) and $(PACKAGE_VERSION) with the same contents.
$(PACKAGE_VERSION) is slightly more descriptive, so settle on that, and
drop the other define.
