add {vim{,-minimal},{g,}vim-python3} to the blacklist again
* add vim-runtime in provides array with the same pkgrel than Arch in itself doesn't solves requirements of the vim packages [0], therefore vim packages should be built with our vim-runtime together to solve it [1]
