Django 1.7 has built-in migrations support, so we no longer want these
around. All existing installs should be fully migrated at this point to
the latest schema.

This makes it easier to do manual manipulation/insertion/etc. at the
database level, as well as just making things act more sane from an
overall software stack perspective.

We need Flyspray category data to make this more useful, and we can
prefill the Subject and Category fields (along with putting it on the
right project). Implements FS#23751.
